Approved Exporter Status: What UK Businesses Need to Know
For UK businesses regularly exporting goods under preferential trade agreements, Approved Exporter (AE) status can simplify the process of proving preferential origin and reduce the administrative burden associated with preference claims.
Approved Exporter status is an authorisation issued by HM Revenue & Customs (HMRC) which allows eligible exporters to make an origin declaration on a commercial document, such as an invoice, where the relevant trade agreement permits this. This can remove the need to obtain a separate preference certificate for each shipment.
Why is it important?
For businesses exporting regularly, AE status can make the export process quicker and more efficient. It can help reduce paperwork, avoid delays associated with obtaining preference certificates and allow overseas customers to claim a reduced or zero rate of customs duty where the goods qualify.
However, AE status does not automatically give goods preferential origin. The exporter must still demonstrate that the goods meet the specific rules of origin under the relevant trade agreement and retain the appropriate supporting evidence.
What does HMRC require?
When applying, businesses need to provide information such as their EORI number, the goods and commodity codes involved, destination countries and estimated export values and quantities. Depending on the circumstances, HMRC may also require evidence such as production information, costings or supplier declarations confirming the origin of materials used.
Once approved, businesses are responsible for ensuring that their origin declarations are accurate and that sufficient records are maintained to support them.
Is it required for every export?
No. AE status is only relevant where the applicable trade agreement provides for its use. Businesses should check the specific agreement and proof-of-origin requirements for each destination before assuming an authorisation is necessary.
For businesses making regular preferential exports, however, Approved Exporter status can be a valuable customs authorisation, helping to streamline processes while ensuring that preferential origin claims remain properly controlled and evidenced.
