Effective from 28 March 2023, HMRC has advised that Goods Movement Reference (GMR), which has been mandatory for all vehicles using the freight route at GVMS locations / roro ports and vehicles moving goods under transport contract, will need to be raised before the goods arrive at the Internal Border Facility (IBF) or the port.
If you move goods via GVMS locations, using an ATA Carnet, TIR Carnet or paper SAD you must ensure your ATA/TIR/SAD references are included in a Goods Movement Reference (GMR) before attending the port/IBF for endorsement of the documentation, where any holds placed on the GMR will be released.
If you do not include your ATA/TIR/SAD references in the GMR, your movement could be delayed.
