CBAM in 2026: What This Means for UK Exporters

The EU’s Carbon Border Adjustment Mechanism (CBAM) is shifting gears. From January 2026, we move from the "transitional" reporting phase into the definitive phase. 

For UK exporters, this is no longer just a compliance box to tick - it is a commercial turning point. Emissions data will now directly determine the financial levies paid by your EU customers, influencing your pricing, competitiveness, and supplier status. 

What is changing? 

Until now, CBAM has been about gathering data. From 1 January 2026, that data creates a financial liability. 

  • The levy: EU importers must pay for the carbon "embedded" in products like steel, aluminium, cement, and fertiliser. 

  • The threshold: A de minimis threshold of 50 tonnes per year applies per importer. However, most EU buyers are already preparing to exceed this and will expect data from you as standard. 

  • Annual reporting: While reporting was quarterly, the definitive period moves to an annual cycle. Data for 2026 imports must be filed by September 2027. 

 

Why UK exporters must act now 

 

Although the legal obligation to file and pay sits with the EU importer, the commercial burden sits with you. To keep your goods moving and your relationships strong, you will need to provide: 

 

  • Verified emissions data: Accurate calculations of the carbon footprint of your goods. 

  • Independent verification: Evidence often backed by accredited third-party audits. 

  • Carbon price proof: Documentation of any carbon price already paid in the UK, which may be deductible from the EU levy.

The scope of CBAM is only growing. The European Commission has already proposed adding roughly 180 additional downstream products by 2028. Businesses that master their emissions data now will have a significant strategic advantage over those caught off guard.
