Digital ATA Carnets Update - Paper Carnets No Longer Issued for the EU, Norway and Switzerland

ATA Carnets officially went digital on 1 June 2026, with the UK, EU, Norway and Switzerland formally adopting the digital ATA Carnet system.

The transition has been highly successful. By the end of June, Greater Manchester Chamber had digital Carnets processed successfully by both UK and overseas Customs authorities, demonstrating the effectiveness of the new system.

Between 1 and 30 June 2026, there were 5,257 digital ATA Carnet transactions involving UK-issued Carnets, highlighting the strong uptake and smooth operation of the digital platform.

During the initial rollout, Greater Manchester Chamber issued contingency (backup) paper Carnets alongside digital Carnets to safeguard against any operational or technical issues. These contingency documents provided a valuable fallback option during the early stages of implementation.

Since launch, we have seen a significant improvement in the accuracy, efficiency and reliability of digital Carnet processing across Customs administrations. As a result, Greater Manchester Chamber will no longer issue contingency paper Carnets for destinations that now accept digital ATA Carnets, namely the EU, Norway and Switzerland.

This change will further streamline the application process, enabling businesses to receive their ATA Carnets more quickly by removing the need to produce, dispatch and wait for original paper documents. Applicants can therefore benefit from a faster turnaround while continuing to travel with confidence using the digital Carnet system.
