EU CLP: Latest GOV.UK Regulatory Updates

The UK Government has published several important updates to the Classification, Labelling and Packaging (CLP) regime, with implications for businesses placing chemicals on the GB and Northern Ireland markets.

The Chemicals (Health and Safety) Regulations 2026, which came into force on 21 May 2026, introduce significant changes to the GB CLP Regulation. These include the removal of the requirement to notify the Health and Safety Executive (HSE) of classification and labelling information for substances placed on the GB market, alongside the introduction of a new GB Mandatory Classification and Labelling (GB MCL) system to manage mandatory classifications more effectively.

GOV.UK has also confirmed that EU CLP continues to apply in Northern Ireland under the Windsor Framework, while Great Britain follows its own independent GB CLP regime. As a result, businesses supplying products across both jurisdictions should ensure they understand and comply with the relevant requirements.

Alongside these domestic changes, the Government has published explanatory information on proposed amendments to the EU CLP Regulation, including simplified label formatting requirements, the option to use digital contact details on labels, and revised implementation timelines. If adopted, these changes will apply in Northern Ireland in line with the Windsor Framework.
