The Customs Handling Import and Export Freight (CHIEF) has stopped accepting new registration requests from importers from 10am on 5 July 2022. From 1 October 2022, all declarations for import movements will have to be made through the new Customs Declaration Service (CDS). CHIEF and the National Export System (NES) will definitively retire on 31 March 2023 when will stop receiving export declarations, which means that exporters will also need to use CDS from next spring.
Please note that this change is not optional: should importers/exporters (or their agents acting on their behalf) fail to provide a correct CDS entry, goods will be stuck at the border.
CDS is structured to collect more information on each movement of goods in order to provide HMRC with an improved overview of imports and exports. As a result, both importers and exporters will have to provide more information than is currently required for declarations made via CHIEF; an estimated 20 additional data elements are expected to be provided in an import declaration.
It is also worth remembering that your organization is responsible for any declaration errors made by your customs broker, therefore, in the event of missing data or inaccurate instructions, you may suffer a delay in clearing the goods until the issue is solved, resulting in delayed shipments and additional costs.
