PPWR: What Businesses Need to Know Before August 2026

The EU's Packaging and Packaging Waste Regulation (PPWR) will generally apply from 12 August 2026, introducing new requirements aimed at reducing packaging waste and supporting a circular economy.
The regulation replaces the previous directive-based framework with a single set of rules across all EU Member States, affecting manufacturers, importers, retailers, and exporters placing packaged products on the EU market.
Key Changes
Packaging minimisation – Packaging must be limited to the minimum necessary for its function.
Improved recyclability – Packaging will need to be designed to support efficient collection, sorting, and recycling.
Reuse and refill systems – Certain sectors will face increasing reuse and refill obligations over time.
Harmonised requirements – Common rules across the EU will simplify compliance and reduce market barriers.
Future recycled content targets – Additional requirements for plastic packaging will be introduced in later phases.
What Businesses Should Do Now
Organisations should begin reviewing packaging specifications, assessing recyclability, engaging suppliers, and strengthening packaging data and compliance systems.
Although many detailed requirements will be phased in over the coming years,
August 2026 marks a significant milestone. Businesses that prepare early will be better positioned to maintain market access and meet evolving sustainability expectations.
