The UK's HMRC has announced further details on the implementation of NCTS6, the latest version of the European digital system for moving goods under Union Transit. Here's what's happening:
What is NCTS6?
NCTS6 is an upgrade to the existing New Computerised Transit System (NCTS), which enables the movement of goods across countries under the Common Transit Convention. This convention includes 27 EU member states and eight other countries, including the UK.
Key Changes:
Introduction of Transit Security Accompanying Documents (TSADs): These documents will incorporate safety and security information into transit declarations, aligning with the Import Control System 2 (ICS2).
Two Approaches: Countries can either "opt-in" or "opt-out" of using TSADs. The UK has chosen to opt-out for now.
New Transit Messages: Three new messages will be introduced to support TSADs, but the UK won't use two of them (IE117 and IE058) since it's opted out.
Implementation Timeline:
Phase 1 (September 1, 2025): HMRC will release fixes to NCTS5 to support the eventual NCTS6 rollout.
Phase 2 (date to be confirmed): The full NCTS6 system will be implemented, including final coding.
Impact on Businesses:
Third-party software providers may need to make modifications to ensure compatibility with NCTS6.
Transit compliance may become an issue at official Transit Offices.
UK traders should check with their software providers for NCTS6 compatibility before September 1st.
