Avoid Delays with Your Documentation When Exporting to Iraq

The Greater Manchester Chamber of Commerce provides a comprehensive service for exporters and freight forwarders trading with Iraq. We can assist with both Stream I and Stream II of Certificates of Origin, Invoices, and other supporting documents, helping businesses meet Iraq’s strict regulatory requirements.


  • Stream I – Documents are certified only by the Arab-British Chamber of Commerce (ABCC).

  • Stream II – Documents are both legalised and certified by the ABCC, as required for certain shipments.


However, one of the most common reasons for shipment delays is insufficient or incomplete backup documentation being provided at the time of application.


To ensure your documents are processed smoothly, please follow these key requirements:

  • Invoice requirements:

    • The invoice must be issued by a company based in the UK or Ireland, and its address should appear clearly.

    • The final destination of the goods must be Iraq, with full details of the goods and total amount shown.

    • Invoices showing an address outside the UK (even if referring to “on behalf of” a UK company) will not be accepted.

    • Only one address (UK or Ireland) should appear – extra printed or stamped addresses will not be accepted.

    • The invoice number and date must appear in the Certificate of Origin and must match the original invoice.


  • Origin of goods:

    • Goods should be of UK or Irish origin.

    • If the goods originate outside the UK or Ireland, the consignor must provide a letter confirming the goods were produced for their benefit.


  • Additional documentation:

    • Submit a copy of the packing list or relevant transport document.

    • For public sector (governmental) supply contracts, provide a copy of the valid contract.

    • For medical goods or appliances, an import licence from the Ministry of Trade and an approval letter from the Ministry of Health are required.


  • Other Documents (OD) submission:

    When submitting an OD, enclose a separate sheet containing:

    • An authorisation letter from the consignor, giving the ABCC permission to submit documents to the embassy on their behalf.

    • This letter must include a contact name (with passport copy), company name, address, and signature.


  • Commercial Powers of Attorney:

    • When submitting a commercial power of attorney, a UK company director (or one of the directors) must issue and sign a letter verifying its authenticity.

    • The letter must also include the same information required above (contact details, company name, address, and signature).
