If your business exports goods directly to buyers in the European Union, the rules for low-value shipments have changed significantly.
As of 1 July 2026, the EU scrapped the €150 customs duty exemption. In its place, a €3 customs duty applies to low-value, business-to-consumer (B2C) parcels entering the EU from outside the bloc, including the UK. Here is a straightforward look at what this change means, how it impacts your business, and how to adapt your processes.
The End of Duty-Free Low-Value Parcels
Previously, goods sent to the EU with a value under €150 entered duty-free. The EU removed this exception to create fair competition for local sellers and handle the sheer volume of cross-border e-commerce.
Under Council Regulation (EU) 2026/382, all B2C imports valued up to €150 now carry a flat €3 fee. This rule stays in place until 1 July 2028, when the broader EU Customs Data Hub launches.
Key Rules for Your Business
The most important detail for UK exporters is that the €3 fee applies per tariff code, not per parcel.
Single Item Type: A parcel containing three identical t-shirts (sharing one tariff classification) incurs one €3 charge.
Mixed Items: A parcel containing a t-shirt, a leather belt, and a pair of shoes (three different tariff headings) incurs three separate €3 charges (€9 total).
This duty is also non-refundable, even if the customer sends the order back.
Practical Steps to Take Now
Audit Your Product Tariff Codes: Accurate Harmonised System (HS) codes are vital. Vague descriptions or incorrect codes lead to extra charges and border delays.
Review Your Pricing Strategy: Decide whether to cover the cost yourself, adjust prices, or collect the duty at checkout. Unexplained fees at the door lead to rejected deliveries.
Streamline Packing: Grouping items with the same classification into single orders helps keep duty charges down.
Prepare for Mandatory Product Identifiers (PIDs): Standard product codes become compulsory from November 2026 to track shipments through customs.
