HMRC Confirms Changes to CHED Document Codes on Declarations

HMRC has announced changes to how CHED (Certificate of Health for Export of Dairy) document codes are handled on CDS declarations. The aim is to simplify the process and make it easier to comply with waiver rules.


XX Status Code to Be Removed

From 23rd of October 2025, the document status code XX will no longer be available. The XW code will become the default for CHED-related declarations. HMRC advises declarants to start using the correct waiver codes now rather than continuing with XX.


When to Use XW

The XW code will apply when a CHED is needed and certain supporting documents are included, namely C085, C640, C678, N002, N851, and N853. Initially, this will mostly apply to NIRMS declarations, although this may be updated once DEFRA completes its review of waiver codes.


Waiver Codes Must Be Correct

It’s important to check whether a CHED is required before using any waiver document codes. Declarants must also ensure that all conditions for a waiver are met to avoid compliance issues.


EU CHED-PP Measure

The EU’s CHED-PP measure will be added to the Northern Ireland Tariff on 20 October 2025, coming into effect on 29 October 2025. This will require declaring CHED-PP using C085 or the relevant waiver code, such as Y122, Y146, or Y979, depending on the consignment.

  • Y146 applies to importers holding a licence for scientific goods. When using this code, the licence ID must be included in the declaration.


What Declarants Should Do Now

  • Stop using XX for CHED document codes.

  • Use the correct waiver codes or XW where applicable.

  • Ensure all waiver conditions are met.

  • Keep up to date with CDS updates and UK tariff measures.

These changes are part of HMRC’s effort to make CHED declarations simpler and reduce errors. Being prepared now will help ensure smoother customs processes in the future.
