Obligatory Logistics Envelope (ELO): A Practical Guide

The Obligatory Logistics Envelope (ELO) was introduced in April 2025 but was made mandatory by France on 20th April 2026. This will be mandatory RoRo (roll on/roll off) freight travelling between Greater Britain and France, including full and empty vehicles. 


What is the ELO?  

The ELO is a digital port pass that brings together all customs and safety/security data for your shipment into one single reference.  

It is France’s equivalent of the GMR system in the UK.  

It should help to speed up border crossings, reduce manual checks and delays as well as improving compliance.  


Who is responsible for the ELO?  

It is the haulier’s responsibility to create the ELO; however, it may also be created by freight agents or the exporter/importer if arranging your own customs formalities.  


How does it work?  

Vehicles will be routed via green or orange lanes based on risk. 

  • Green lane- proceed with no further checks 

  • Orange lane- additional inspection required  


Is a GMR still required?  

Yes, a GMR will still be required. ELO does not replace the UK customs processes.  


Will an ELO be required for an ATA Carnet?  

Yes, like a GMR an ELO will be required for an ATA Carnet from 20th April, as mentioned above it will be the haulier’s responsibility to create the ELO.
