Official Notice 3 - Completion of UK Certificates of Origin – Part Shipment Applications

In certain circumstances, a Certificate of Origin may be issued to cover only part of the goods that are listed in the invoice.
In these cases, the following procedures must be observed when making these applications.
1. Identifying the Goods in the Invoice
Applicants must clearly indicate on the invoice which goods are to be covered by the Certificate of Origin.
A symbol (such as an asterisk ‘*’) can be used to do this, however any symbol is acceptable as long as the goods are clearly identifiable.
2. Completion of the UK Certificate of Origin Application
(a) Box 5 – Remarks
The following statement must be added: “This Certificate of Origin only covers the items listed in Box 6 and does not cover the additional items shown on invoice number xxx dated [DD/MM/YYYY]”
(b) Box 6 – Description of the Goods
Only those goods for which origin is being claimed should be included in this section.
(c) Box 7 – Quantity
Only the weight of the declared goods must be included. These weights must be clearly evidenced on an item level in the supporting documentation, and an overall weight cannot be used.
The use of part shipments should be the exception. Applicants may be asked why the certificate covers only part of the goods listed in the invoice when applying.
Please note: If a certificate does not cover all the goods shown in the corresponding invoice, there is a risk that the certificate would be rejected by customs authorities.
