EU Parliament and the Council agree on CBAM simplification - Key Updates for UK Traders

On the 18th June, it was announced that the European Parliament and Council had reached an agreement seeking to simplify the Carbon Border Adjustment Mechanism (CBAM) Regulation.
The political deal confirmed the introduction of a new De Minimis mass thresholds, meaning that imports up to 50 tonnes per importer per year will not be subject to the CBAM rules, effectively replacing the current threshold that exempts goods of negligible values. This will eliminate CBAM obligations for c.182,000 or 90% of importers, with many being SMEs, and this will avoid disruptions for importers at the start of 2026.
EU CBAM Timeline Reminder
Transitional phase runs 1 October 2023 to 31 Dec 2025, requiring quarterly emissions reporting only
Importers of CBAM goods must register as authorised declarants by applying via the European CBAM registry by 1 Sep 2025; reviews began 1 May 2025
Final text expected to be formally adopted by September 2025, then published and effective shortly after.
